A sharp disagreement has arisen between the management of the the Nigerian Maritime Administration and Safety Agency (NIMASA) and the Indigenous Shipowners Association of Nigeria (ISAN) over provision of incentives for greater participation by local shipping practitioners.

While the management of NIMASA is alleging that ISAN members are not taking advantage of the incentive for repairs of their vessels to enable them compete in the foreign dominated shipping industry, ISAN on the other hand is alleging that they have been neglected.

In responds to Vanguard?s question on their seeming neglect, Legal Adviser/ Board Secretary of NIMASA, Mathew Egbadon, said that NIMASA recognises the fact that local operators have some shortcomings and therefore told them they can make a list of all their vessels that need repairs for assistance.

Egbadon noted that? the agency had budgetary provisions to assist local shipowners this year, saying that since the meeting where ISAN was told to make the list, the agency is yet to come forward with it.

According to him, ?We recognise that the local operators have some shortcomings that is why we have some intervention policy. We held a meeting with ISAN, where we told them to go and identify some of their vessels that we can help them repair so that they can be competitive, and as we speak; we are still waiting for them.?

On the Cabotage Vessel Finance Fund (CVFF), he explained that local operators are not going to get it like that. The NIMASA boss explained that getting a loan from the fund is tied to their ability to pay back.

However,, General Secretary of ISAN, Capt. Olaniyi Labinjo, charged the Federal Government to put in place incentives to enable?indigenous operators perform better?in domestic shipping, otherwise known?as Cabotage.

In his words, ?There are no established rewarding incentives as well as patronage policies and guidelines for Nigerian operators engaged in domestic shipping. This is unlike what obtains in other maritime jurisdictions such as the UK, US, Canada, India, Indonesia and Malaysia, where their governments have robust promotional and support initiatives,? he said. Labinjo?recalled that the association had submitted a?memorandum to the National Assembly in this regard?during?the Presidential Maritime Retreat held in Abuja in July.

The ISAN scribe said that there was need to develop several incentives, including cargo support, tax relief, duty waivers for ships and spares.

He?also?urged government to provide financial incentives and reduce?port and harbour dues for cabotage vessels. Labinjo expressed concern on the?absence of a conducive environment for the indigenous shipping fleet, adding that government should encourage local ship owners who, according to him, have invested so much in?the business.

He?also?suggested exemptions from customs duty, company tax, exemption of seafarers from tax, as some forms of?relief which could be granted the ship owners.

Researchers at Mount Sinai School of Medicine have identified a common compound in the modern diet that could play a major role in the development of abdominal obesity, insulin resistance, and type 2 diabetes. The findings are published in the August 20, 2012 issue of the Proceedings of the National Academy of Sciences.

The research team, led by Helen Vlassara, MD, Professor and Director of the Division of Experimental Diabetes and Aging, found that mice with sustained exposure to the compound, methyl-glyoxal (MG), developed significant abdominal weight gain, early insulin resistance, and type 2 diabetes. MG is a type of advanced glycation endproduct (AGEs), which is produced when food is cooked with dry heat. AGEs have been found to lower the body's protective mechanisms that control inflammation.

In the study, one group of mice was fed a diet high in MG over four generations, while the control group was fed a diet without MG. Both diets had normal calories and fat. Over four generations, the mice that ate the MG started to develop early insulin resistance and increased body fat, whereas the control group did not have either of these conditions. The researchers found that MG caused a marked deficiency in protective mechanisms, such as the survival factor SIRT1 that is present in fat and controls inflammation, while enhancing the metabolism of glucose and insulin. The ingestion of MG also adversely affected the activity of an important anti-AGE receptor called AGER1, which protects SIRT1 and fights insulin resistance.

"This was a prolonged but rewarding study showing that a specific AGE compound abundant in foods, within only a few generations in mouse terms, contributes to the increase in weight gain, insulin resistance, and, diabetes, reproducing the pattern seen increasingly in humans over the last decades ," said Dr. Vlassara. "These key findings should inform how we understand and prevent the human epidemic of obesity and diabetes."

The abdominal fat of the MG-fed mice was transformed into a repository of fat cells producing highly inflammatory molecules called cytokines, which impaired glucose metabolism and slowed down fat turnover, and resulted in insulin resistance and diabetes. Mice that were fed the low-in-MG diet displayed high levels of SIRT1, AGER1 and no diabetes.

"The study demonstrates how the prolonged ingestion of seemingly innocuous substances common in human food, such as MG, can reduce defenses and compromise native resistance to metabolic and other diseases," said Dr. Vlassara. "The mouse findings are also quite exciting because they provide us with new tools, not only to study, but to begin taking measures to prevent diabetes, either by suppressing their formation or by blocking their absorption with our food."

Recent clinical research by Dr. Vlassara's team demonstrated that a modest cut in foods high in AGEs improved insulin resistance in adults with type 2 diabetes, without reducing fat or carbohydrate consumption. In other promising studies, the team has used an oral agent that binds AGEs in the intestine, blocking their absorption.

"For more than 30 years we have been studying the potential of eliminating harmful AGEs from the body, and now from food, as one way to curb the diabetes epidemic," said Dr. Vlassara. "Thus far, our findings reflect the need for a dramatic departure from standard clinical recommendations, which should now include a reduction in the amount of dry heat and processed foods in the diet."

The research team recommends that clinical guidelines be revised to eliminate foods cooked using dry heat and replace them with methods that use lower heat or lots of moisture (water) as in stewing, poaching or steaming. Examples from the AGE-less diet include stewed beef, chicken and fish instead of grilled meats.

Philander stars as South Africa dethrone England

Vernon Philander took five wickets as South Africa replaced England as the world's number one Test side with a 51-run win in the third Test at Lord's on Monday.

England set 346 for victory, were dismissed for 294 on Monday's final day as South Africa took the three-match series 2-0.

Man-of-the-match Philander wrapped up the contest with two wickets in two balls to finish with five for 30 after Matt Prior had threatened to lead England to an improbable victory with a dashing 73.

This was England's first home series defeat since losing to South Africa four years ago and the first time they'd lost two or more Tests in a home campaign since the 2001 Ashes.

South Africa, who won the first Test at The Oval by an innings and 12 runs before the second Test at a draw at Headingley, only had to avoid defeat at Lord's to replace England at the top of the International Cricket Council's world Test rankings.

History was against England as the most they had ever made in the fourth innings to win a Test was the 332 for seven they posted against Australia at Melbourne back in 1928/29.

Seam bowler Philander had removed Strauss, in his 100th Test, and fellow left-handed opener Alastair Cook late Sunday to reduce the hosts to 16 for two at the fourth day's close.

Russia issues warning to Britain over Assange

Russia on Friday warned Britain against violating fundamental diplomatic principles after London suggested it could arrest WikiLeaks founder Julian Assange inside Ecuador's embassy.

"What is happening gives grounds to contemplate the observance of the spirit and the letter of the Vienna Convention on Diplomatic Relations, and in particular the Article 22 spelling out the inviolability of diplomatic premises," the Russian foreign ministry said.

Ecuador on Thursday granted asylum to Assange -- whose website enraged the United States by publishing a vast cache of confidential government files -- but Britain has vowed not to grant him safe passage out of the country.

British Foreign Secretary William Hague has said his government was obliged under its own law to extradite the Australian national to Sweden, where he is wanted for questioning over alleged sex crimes.

Britain has angered Ecuador by suggesting it could invoke a domestic law allowing it to breach the usual rules and go in to arrest Assange, who has been holed up in Ecuador's London mission since June.

This would challenge a fundamental principle of the diplomatic system, and the threat has left Britain in unchartered legal waters.

At the same time, Moscow warned Britain against interpreting the law selectively, stressing that London has given refuge to "dozens of people suspected of committing grave crimes" who are wanted in other countries.

"What to do with a right to refuge for Julian Assange when London turns the observance of this right for this category of people into an absolute principle?" the Russian foreign ministry asked, referring to a number of high-profile figures granted asylum in Britain.

Russia has for years sought the extradition of top Kremlin critic Boris Berezovsky as well as several other figures.

Create some fun with Popsicle sticks | She Scribes

I love to make crafts. I might not necessarily be great at it, but that is fine with me. I enjoy making crafts. I?m in it for the ?fun factor?.

Ever since my kids were little they have been doing crafts along side of me. I always tried to gear the craft towards them more so than me. After all, you don?t want a 5 year old using a hot glue gun.

If you have ever visited a craft store you know that you can go crazy buying the various craft supplies, especially if you love crafting. I try to stay out of those stores because I always spend a small fortune buying fun craft supplies.

What I like to do is use items around my home and re-purpose them. I love to give my kids a handful of things from around our home and see what creative things they make with them. Of course I?ll add in some other craft supplies like Googly eyes, pom poms, paint and glue. In fact we used to keep a plastic box with a lid (about the size of a shoe box) that I would toss in miscellaneous things that I thought the kids could use in their crafts. Many rainy days were saved with the crafting supply box.

One of the best crafting supplies are Popsicle sticks. I used to love to build things with Popsicle sticks when I was a young girl. I used to use them to create houses for my Fisher Price Little People and furniture for my Barbies. After I was done enjoying my Popsicle I would wash off the sticks and keep them in a sandwich bag until I had enough to build my creation with. Back in the day we had the double Popsicles so I would get two sticks every time I enjoyed a Popsicle.

What I love about using Popsicle sticks for crafts is that you can glue them together easily using just a simple glue. Plus you can color on them with crayons or paint them. What I liked about them is that sometimes the wooden stick would be stained the color of the Popsicle it came from. When I would create furniture for my Barbies with them it made the furniture more colorful and funky. I grew up in the 70?s and the stained colors on the sticks gave the Barbie furniture a ?groovy? look.

I wish I had pictures of my creations. I made beds, chairs, tables and even skiis with the Popsicle sticks.

My kids used to love working with Popsicle sticks too. One year my kids make reindeer Christmas tree ornaments out of Popsicle sticks. All we did was form a ?V? with two sticks and then use a third stick across the top. Then they decorated it with glitter and googly eyes.

I found a photo of one of the reindeer. It?s seen better days (it?s missing an eye). Since our decorations are packed away in the basement this is the only photo I have.

I covered up my son?s name for safety reasons.

The Popsicle reindeer is to the left of the picture. The red nose is made with glitter (there just happens to be a red light bulb under it ? that is not the nose). He?s also missing an eye. There was also green glitter towards the top of the deer (near his ?ear? and ?antler?). There were two or three red sequins there too to resemble holly and berries. We used curling ribbon to hang it on the tree.

One year my son?s class made snowmen Christmas ornaments out of Popsicle sticks too. They turned out really cute.

All you need to do to create this cute ornament is paint several sticks white and some sticks black. Then assemble like it is in the photo. Then decorate it with googly eyes and craft foam cute into facial features and a band for his hat. Then simply glue a ribbon on the back and you are ready to hang it on your tree.

Some where we have an Elf made out of styrofoam, felt, googly eyes and pipe cleaners that is standing on a Popsicle stick to resemble a snowboard, but I couldn?t find?it.

My kids used to make ornaments each Christmas not only for us and our tree but also for their grandparents and great-grandparents. It?s so much fun to look back on these craft projects and reminisce about making them and to see how far they have come with their crafting abilities. I hope to make these crafts again some day with my grandchildren.

Chances are your family is enjoying a lot of Popsicles during the summer months (although they are great year round), maybe even the new Yosicles too. If so, consider saving up your sticks to use towards rainy day crafts projects, or during the holiday season have your children create ornaments or other gifts to give to family and friends. They are extremely inexpensive to make but because they were crafted by your child?s hands it makes them priceless.

Popsicle crafts are also great for an after school activity too! You can have your child create a simple frame and decorate it with glitter, crayons or stickers and attach their school photo and give it as a gift to a grandparent or for you to proudly display on your desk. Add magnets to the back of it and display it from your refrigerator too.

Studies shed light on why species stay or go in response to climate change

ScienceDaily (Aug. 17, 2012) ? Two new studies by scientists at UC Berkeley provide a clearer picture of why some species move in response to climate change, and where they go5

One study, published online Aug. 6, in the journal Global Change Biology, finds that changes in precipitation have been underappreciated as a factor in driving bird species out of their normal range. In the other study, published August 15 in the journal Proceedings of the Royal Society B, researchers found a sharp decrease in range for the Belding's ground squirrel, but noted some surprising areas where the species found refuge.

The two studies exemplify the type of research being explored through the Berkeley Initiative in Global Change Biology, or BiGCB, an ambitious effort to better understand and predict how plants and animals will respond to changing environmental conditions by studying how they have responded to earlier periods of climate change.

The first study's findings challenge the conventional reliance on temperature as the only climate-related force impacting where species live. The authors noted that as many as 25 percent of species have shifted in directions that were not predicted in response to temperature changes, yet few attempts have been made to investigate this.

"Our results redefine the fundamental model of how species should respond to future climate change," said study lead author Morgan Tingley, who began the research as a graduate student in UC Berkeley's Department of Environmental Science, Policy and Management. "We find that precipitation changes can have a major, opposing influence to temperature in a species' range shift. Climate change may actually be tearing communities of organisms apart."

The findings are based upon data gathered from the Grinnell Resurvey Project, which retraces the steps of Joseph Grinnell, founder of the UC Berkeley Museum of Vertebrate Zoology, in his surveys of Sierra Nevada wildlife from the early 1900s. The resurvey project, which began in 2003, was led by Craig Moritz, former UC Berkeley professor of integrative biology, and his colleagues at the Museum of Vertebrate Zoology.

For the bird study, the researchers included 99 species in 77 historic survey sites in Lassen Volcanic, Yosemite and Sequoia national parks, as well as in several national forests. In the century that has passed since the original Grinnell survey, summer and winter temperatures have increased an average of 1-2 degrees Celsius in the Sierra Nevada. Yosemite experienced the most warming -- with average temperatures increasing by 3 degrees Celsius -- while parts of Lassen actually got cooler and much wetter.

Among the bird species that moved upslope are the Savannah Sparrow, which shifted upward by 2,503 meters, and other meadow species such as the Red-winged Blackbird and Western Meadowlark. The ones that shifted their range downslope include both low-elevation species like the Ash-throated Flycatcher and Western Scrub-Jay, and high-elevation species like the Cassin's Finch and Red-breasted Nuthatch.

"Temperature did not explain the majority of these shifts," said Tingley, who is now a postdoctoral researcher at Princeton University's Program in Science, Technology and Environmental Policy. "Only when we included precipitation as an explanatory variable did our models adequately explain the movement patterns we observed."

The researchers found that while rising temperatures tended to push birds to cooler regions upslope, increased precipitation, which is more common at higher elevations, pulled them downslope.

"We believe many species may feel this divergent pressure from temperature and precipitation, and in the end, only one wins," said Tingley.

Notably, more than half of the bird species in each of the three study regions did not shift their range despite pressures from climate change. "Moving is a sign of adaptation, which is good from a conservation standpoint," said Tingley. "More worrisome are the species that have not shifted. How are they adapting? Are they moving, but we just can't detect it? Or are they slowly declining as environmental conditions gradually become less ideal where they live?"

The answers are complex, as illustrated by the second UC Berkeley paper about range changes for a species of squirrel found in the mountains of the western United States.

In that paper, researchers again used information obtained from the Grinnell Resurvey Project. Through visual observations and trapping surveys conducted throughout the mountains of California, they discovered that the Belding's ground squirrel had disappeared from 42 percent of the sites where they were recorded in the early 1900s. Extinctions were particularly common at sites with high average winter temperatures and large increases in precipitation over the last century.

"We were surprised to see such a dramatic decline in this species, which is well-known to Sierran hikers and was thought to be fairly common," said study lead author Toni Lyn Morelli, a former National Science Foundation postdoctoral researcher who was based at UC Berkeley. "In fact, the rate of decline is much greater than that seen in the same region for the pika, a small mountain-dwelling cousin of the rabbit that has become the poster child for the effects of climate warming in the contiguous United States."

Morelli added that the squirrels are thriving in areas that have been modified by humans. For example, irrigated Mono Lake County Park serves as an artificial oasis that sustains squirrel populations despite otherwise hot and dry conditions in eastern California.

"As predictions indicate that the range of the Belding's ground squirrel could disappear out of California by the end of the century, these areas might be particularly important for this and other climate-impacted species," said Morelli, who is now a technical advisor for the U.S. Forest Service's International Programs in the Democratic Republic of Congo.

Although the Belding's ground squirrel is widespread, the rapid decline in its distribution is of concern because it is an important source of food for raptors and carnivores. However, the paper suggests that even when climate change causes large range declines, some species can persist in human-modified areas.

"Taken together, these two studies indicate that many species have been responding to recent climate change, yet the complexities of a species' ecological needs and their responses to habitat modification by humans can result in unanticipated responses," said Steven Beissinger, professor at UC Berkeley's Department of Environmental Science, Policy and Management and the senior author on both studies. "This makes it very challenging for scientists to project how species will respond to future climate change."

Gabby Douglas -- and her two gold medals -- made an appearance on Wednesday night's "America's Got Talent" results show.

On Wednesday night's "America's Got Talent" results show, viewers learned a few things. Firstly, some entertaining YouTube acts aren't nearly as fun offline as they are online. Secondly, dance troupe Academy of Villains are the exception to that rule. And lastly, double gold medalist Gabby Douglas has definitely got talent -- and not just for gymnastics.

Douglas, who emerged as one of the Team USA stars of the Olympics Games in London, earned a standing ovation as soon as she hit the talent show stage. But she wasn't a competitor this time. Rather than showing off her tumbling skills, the 16-year-old showed off her co-hosting chops alongside regular host Nick Cannon to chants of "U-S-A! U-S-A!" from the crowd.

If only the audience had been nearly that excited about theatrical illusionist Rudy Coby or Romeo Dance Cheetah. They were not.

Cannon told Douglas it was "such an honor" to share the stage with her, and she returned the compliment, adding that she felt "so honored" to be there.

Between hosting duties, Douglas looked back at her moment in the?2012 Olympic spotlight.

"I was just so happy representing Team?USA and being up on the podium," she said of her wins.

As for the "AGT" winners on Wednesday night, the Magic of Puck, Bria Kelly and Clint Cavalho (and his birds) joined the Academy of Villains as the acts moving on.

Man accidentally shoots self in Nevada theater

SPARKS, Nev. (AP) ? Police say a man accidentally shot himself in the buttocks at a Nevada movie theater during a showing of "The Bourne Legacy."

Police in Sparks, Nev., say the 56-year-old man's injuries are not life-threatening and no others were hurt.

Authorities say the man had a permit to carry a concealed firearm. The man told officers the gun fell from his pocket Tuesday night as he was adjusting himself in the seat and that it discharged when it dropped to the floor.

Authorities say the case will be sent to the city attorney for possible charges.

The incident comes less than a month after a shooting at a suburban Denver theater that left 12 dead and 58 injured.

Green Blog: In Fragmented Brazilian Forest, Few Species Survive

The Atlantic Forest in Brazil, which runs along the country?s southeastern shore near Rio de Janeiro, has been fragmented by centuries of human habitation. While the rain forest originally spanned over half a million square miles ? an area comparable to the size of South Africa ? almost 90 percent of it is now gone. Fields, roads, and cities have taken the place of trees.

Pockets of forest that survived clear-cutting and fires are scattered across the original domain of the forest. Some are the size of a football field, some half the size of Long Island, and although they are small by comparison with the forest?s former dimensions, they remain important refuges for the enormous biodiversity that the region still boasts.

Yet these scattered patches are not providing many important species the protection that they need to thrive, according to a study published online on Tuesday in the journal PLoS One. Researchers quantified the presence of 18 types of mammals in a sample of 196 Atlantic Forest patches and found that only about 22 percent of the animals that originally inhabited the areas continue to survive there.

?Five large mammal species ? tapirs, giant anteaters, jaguar, wooly spider monkeys and white-lipped peccaries ? are essentially extinct throughout the whole region,? said Carlos Peres, an ecologist at the University of East Anglia in Britain and one of the study?s authors.

While ecologists expected that species would have a harder time propagating once their habitat is so greatly reduced, the calculations by Dr. Peres and his colleagues indicated that far fewer survive in the forest patches than typical ecological models have estimated in the past. These models, referred to as species-area relationships, projected that about 47 to 83 percent of the animals that once lived in the forest remain in the patches, versus the 22 percent reported in the study.

The discrepancy points up the shortcomings of species-area relationships when it comes to accounting for the human factor, Dr. Peres suggested. Models ?rarely consider the effects of exploitation,? he said, and hunting is a common practice in what remains of the Atlantic Forest. Monkeys, sloths, jaguars and pumas can be killed either for food or because they threaten livestock in nearby human settlements.

To determine how many animals inhabit the forest patches, Dr. Peres and his colleagues spent two years driving over 120,000 miles of roads through the landscape that once was the Atlantic Forest. They surveyed the patches for animals, but they mostly relied on interviews with locals, asking them how many animals they tended to see over a period of time. (Many of the animals the researchers were searching for are elusive, so tapping the stored knowledge of residents saved time, Dr. Peres said.)

The researchers then used their own sightings in the patches to ground-truth the information they received in interviews.

?The results are actually pretty gloomy,? said Dr. Peres, a native of the Amazon region who now lives in Britain. ?We tend to spend more conservation dollars in the Atlantic Forest than anywhere else in Brazil,? he said, so it was disheartening to learn that these mammals are disappearing all the same and at a faster rate than ecologists had thought.

There is little chance that the patches from which many mammals have vanished can be repopulated because a strong ?source population? would be needed for recolonization, Dr. Peres added.

The study did deliver some good news. The researchers found that five forest patches with high levels of ecological protection ? one national park, one biological reserve and three private reserves ? retained the highest diversity of animals. The implication was that the best way for Brazil (and perhaps other areas facing similar problems) to protect the remaining animals is through strict bans on hunting and habitat destruction.
