GOP tries to zap technology gap with Democrats

WASHINGTON (AP) ? Embarrassed by how the last presidential election exposed their yesteryear technology, Republicans are turning to a younger generation of tech-savvy social media experts and software designers to improve communications with voters, predict their behavior and track opponents more vigorously.

After watching President Barack Obama win re-election with help from a technology operation unprecedented in its sophistication, GOP officials concede an urgent need for catch up.

"I think everybody realized that the party is really far behind at the moment and they're doing everything within their realistic sphere of influence to catch up," said Bret Jacobson, a partner with Red Edge, a Virginia-based digital advocacy firm that represents the Republican Governors Association, the U.S. Chamber of Commerce and the Heritage Foundation.

Democrats began using related technology years ago, giving Obama a significant advantage last fall in customizing personalized fundraising and get-out-the-vote appeals to prospective supporters. With the blessing of party leaders, a new crop of Republican-backed outside groups is developing tools to do the same in 2014 and 2016.

Alex Skatell, former digital director for the GOP's gubernatorial and Senate campaign operations, leads one new group that has been quietly testing a system that would allow Republicans to share details about millions of voters ? their personal interests, group affiliations and even where they went to school.

With no primary opponent last year, Obama's re-election team used the extra time to build a large campaign operation melding a grass-roots army of 2.2 million volunteers with groundbreaking technology to target voters. They tapped about 17 million email subscribers to raise nearly $700 million online.

Data-driven analytics enabled the campaign to run daily simulations to handicap battleground states, analyze demographic trends and test alternatives for reaching voters online.

Republican presidential nominee Mitt Romney, in contrast, had only a few months after a lengthy primary fight to try to match Obama's tech advantage. He couldn't make up the difference. Romney's technology operation was overwhelmed by the intense flow of data and temporarily crashed on Election Day.

A 100-page report on how to rebound from the 2012 election, released last week by Republican Party Chairman Reince Priebus, includes several technology recommendations.

"The president's campaign significantly changed the makeup of the national electorate and identified, persuaded and turned out low-propensity voters by unleashing a barrage of human and technological resources previously unseen in a presidential contest," the report said. "Marrying grass-roots politics with technology and analytics, they successfully contacted, persuaded and turned out their margin of victory. There are many lessons to be learned from their efforts, particularly with respect to voter contact."

Skatell, 26, is leading one new effort by Republican allies to fill the void. His team of designers, software developers and veteran Republican strategists is now testing what he calls an "almost an eHarmony for matching volunteers with persuadable voters" that would let campaigns across the country share details in real time on voter preferences, harnessing social media like Facebook and Twitter.

Other groups are working to improve the GOP's data and digital performance.

The major Republican ally, American Crossroads, which spent a combined $175 million on the last election with its sister organization, hosted private meetings last month focused on data and technology. Drawing from technology experts in Silicon Valley, the organization helped craft a series of recommendations expected to be rolled out later this year.

"A good action plan that fixes our deficiencies and identifies new opportunities can help us regain our advantage within a cycle or two," said Crossroads spokesman Jonathan Collegio.

A prominent group of Republican aides has also formed America Rising, a company that will have a companion "super" political action committee that can raise unlimited contributions without having to disclose its donors. Its purpose is to counter Democratic opposition research groups, which generated negative coverage of Romney and GOP candidates last year.

America Rising will provide video tracking, opposition research and rapid response for campaign committees, super PACs and individual candidates' campaigns but does not plan to get involved in GOP primaries. It will be led by Matt Rhoades, who served as Romney's campaign manager, and Joe Pounder, the research director for the Republican National Committee. Running its super PAC will be Tim Miller, a former RNC aide and spokesman for former GOP presidential candidate Jon Huntsman.

Romney and several Republican candidates were monitored closely by camera-toting Democratic aides during the campaign, a gap that Miller said American Rising hopes to fill on behalf of Republicans.

Brad Woodhouse, a spokesman for the Democratic National Committee, said his party has "a several years' lead on data and analytics infrastructure and we're not standing still."

Of the GOP effort, Woodhouse said, "We don't see them closing the gap anytime soon."

FX network to start a younger-skewing channel, FXX

NEW YORK (AP) ? FX is spinning off a new cable network aimed at young adult viewers.

Launching Sept. 2, FXX will join big brother FX along with the movie-oriented FXM. All three networks will share the same sensibility, FX Networks president John Landgraf said in making the announcement Thursday. It's a mindset summed up by the brand's new tagline, "Fearless."

"All told, the three networks will air 25 original series in the next few years," he added, calling that figure comparable to any of the major broadcast networks.

The lineup for FXX will consist of original series, movies and acquired series targeting adults 18 to 34, a slightly younger demographic than the 18-to-49 audience FX attracts, Landgraf said. FXX will initially be available in 74 million TV homes.

The new channel will be anchored by the comedies "It's Always Sunny in Philadelphia" and "The League," two veteran series that until now have originated on FX. In addition, "Legit" will move to FXX, as well as the FX late-night series "Totally Biased with W. Kamau Bell," which will expand to a five-nights-per-week schedule.

Coming to FX this July is a new drama series titled "The Bridge." Starring Demian Bichir and Diane Kruger, it centers on two detectives hunting down a killer operating on both sides of the U.S.-Mexican border.

The pilot for another future series, "Tyrant," will be directed this summer by two-time Oscar winner Ang Lee.

And FX's first limited series will be "Fargo," inspired by the acclaimed 1996 film of the same name. This 10-episode drama, which will tell an all-new story, will be executive-produced by the film's creators, Joel and Ethan Coen.

In another announcement, the company said that, this fall, FX Networks will launch its FXNOW app, allowing cable and satellite subscribers to access programming from the FX suite of channels.

Iron Man 3 is coming to movie theaters everywhere this may, and coming with it is Iron Man 3 for iOS by Gameloft. Simon and I had a chance to go hands on with it at GDC, and while he loved the fast-paced gameplay -- more flyer than its adventure-centric predecessors -- they had me at Hulk Buster armor. And Silver Sentinel.

Marvel and Gameloft fantastic with their blend of mainstream movie design and old-style comic book lore. It gets the wide audience, but also makes longtime fans of Old Shell-head smile their golden Avengers off.

"What Would Ryan Lochte Do?" is the title of E!'s new docu-series about the oddball Olympic swimmer -- and a question no sane person should adopt as a personal motto.

"I want everyone to be in my shoes," says the self-proclaimed fashion icon, displaying a pair of his famous electric green high-tops, in an extended preview for the show. Is he speaking metaphorically or just advertising his brand?

Some other revelations from "Lochtenation":

  • "You really have to put the emphasis on the 'J'": A pronunciation guide to his never-caught-on catchphrase "Jeah."
  • "I don't even remember what I got at the Olympics": His confusion about how many medals he won at the London Games.
  • "Describe player": The 28-year-old bachelor's response when asked about his reputation as a ladies' man, and followed by shots of his many bar conquests.
  • "I won't give up on love": His explanation for his, um, dedication to "dating."
  • "Don't duplicate. Just recipitate": ???

(AP) ? Brittney Griner had 33 points and 22 rebounds to go along with three impressive slam dunks in her final home game for Baylor, and the defending national champion Lady Bears beat Florida State 84-47 in the second round of the NCAA tournament Tuesday night.

The Lady Bears (34-1) are in the NCAA round of 16 for the fourth year in a row. They play Louisville (26-8) on Sunday in Oklahoma City.

With former President George W. Bush part of the crowd packed into the Ferrell Center for the final home game of her impressive career, Griner delivered in a big way.

The 6-foot-8 Griner had her second dunk in this NCAA tournament, with a one-handed slam late in the first half. She added two more in a 79-second span in the second half soon before coming out of the game.

Leonor Rodriguez had 11 points to lead Florida State (23-10).

Earlier today, Google announced that it had picked the winners of its #ifihadglass campaign this week.

It will be sending out thousands of invites telling these lucky people that they can buy the Google Glass device for $1,500.?

Google just sent us a list of some of the winners along with the things they will do with Glass once they own a pair.? Here's the full email.

In February we asked people across Google+ and Twitter to tell us what they would do #ifihadglass, because we?re seeking a diverse group of Explorers to help us shape the future of Glass. Glass isn?t the sort of technology you can develop in a conference room -- we really need people to take it out into the world and see what they?d like to do with it across a wide range of hobbies, lifestyles, and environments. ?

And now, the suspense is almost over -- the results are in! Over the next few days we?ll be contacting several thousand people over Twitter & Google+ to invite them to join the Explorer program. ?

It?s been inspiring for the team to see such an enthusiastic response to Glass -- when you?re taking a moonshot this big, the encouragement and feedback along the way really helps a lot. And as we?d hoped, we?ve seen all sorts of ideas we never could have predicted -- here are a few fun ones:

Coming soon: lockers for shoppers at Walmart

SAN BRUNO, California -- Wal-Mart Stores Inc., facing growing competition for quick delivery of physical goods from online retailers like Amazon.com Inc, said on Tuesday it would start using its stores to get Internet orders to customers faster.

While Wal-Mart is the world's largest retailer by overall sales, on the Internet its revenue is a small fraction of Amazon's, adding some urgency to its e-commerce efforts.

Wal-Mart said it would soon test having lockers to hold goods ordered on the Internet in stores until shoppers pick them up. It is also doubling the number of stores that can fill orders placed online, an attempt to match the reach of Amazon's distribution network.

Those tests, along with services such as letting shoppers pay for online orders in stores with cash, are some of the ways Wal-Mart is trying to link its online business with its thousands of stores, executives told reporters at the company's first global e-commerce media day in San Bruno, Calif.

While Amazon had $61 billion in sales last year, Wal-Mart is on track to surpass $9 billion in annual online sales this year, said Neil Ashe, chief executive of its e-commerce unit.

Until recently, Wal-Mart had not broken out its online sales, but Ashe insisted the company would be able to build a competitive e-commerce business.

Starting this summer, it will put lockers in about a dozen U.S. stores to hold goods ordered online until shoppers pick them up.

Lockers are a growing trend in e-commerce. As more packages turn up on shoppers' doorsteps theft has increased, especially in urban areas, spurring demand for secure places nearby to store them.

Amazon, which has no stores, has installed lockers in grocery, convenience and drug stores for several years. Google Inc acquired a delivery locker start-up called BufferBox in November.

Wal-Mart is also planning a small expansion of a running test to ship online orders from physical stores. In 2013, the company plans to double the program to about 50 stores, a fraction of its nationwide footprint.

Using stores as fulfillment centers that are closer to customers lets Wal-Mart offer same-day delivery and next-day delivery of online orders "at very low cost," said Joel Anderson, chief executive of Walmart.com.

Two-thirds of the U.S. population live within five miles of a Wal-Mart store. That said, the company will likely expand this approach to hundreds of stores rather than thousands.

For example, in the Dallas area, Walmart has more than 100 stores. It would only need two or three of those stores to act as distribution centers to get the financial benefit of this approach, said Jeff McAllister, senior vice president of Walmart U.S. innovations.

The expansion is another part of Wal-Mart's efforts to compete with Amazon's successful Prime subscription service, which provides free two-day shipping in the United States for $79 a year. Another front in that battle is the expansion of what Wal-Mart's website sells.

Product assortment on Walmart.com grew 35 percent to 40 percent to two million items in 2012 and the company plans to double that this year, said Kelly Thompson, a Wal-Mart merchandising executive.

But Wal-Mart's digital efforts are not without growing pains.

The retailer asked reporters who were tweeting comments on Tuesday to use the hashtag #WMTinnovate. Along with tweets from the reporters, #WMTinnovate tweets were being sent from groups and individuals speaking out against the retailer.

The union-backed group Making Change at Walmart posted on Twitter: "@WalmartNewsroom Why don't you start by empowering the women in your stores with equal pay for equal work? #equality #wmtinnovate."
