Images show more NKorean work at nuclear test site

SEOUL, South Korea (AP) ? North Korea has ramped up work at its nuclear test site, according to an analysis of satellite images released Tuesday, a day after a senior U.S. envoy warned the North that an atomic test would unify the world in seeking swift, tough punishment.

Glyn Davies' comments after meetings Monday in Seoul with his South Korean and Japanese counterparts reflect widespread worry that North Korea may follow a failed April 13 long-range rocket test with its third nuclear test. Both of its previous nuclear tests, in 2006 and 2009, followed rocket launches.

North Korea, meanwhile, shot back in a statement Tuesday, saying it will keep developing its nuclear program if the United States continues to "stifle" the country.

A Foreign Ministry spokesman made no direct threat of a nuclear test, but said North Korea feels compelled to strengthen its "nuclear deterrent" in the face of U.S. hostility. However, the spokesman also said North Korea is open to dialogue to resolve the standoff.

Koh Yu-hwan, a North Korea professor at Seoul's Dongguk University, said the North's message is that "the U.S. should come to the dialogue table (with North Korea) if it wants to stop its nuclear test."

Satellite images taken by DigitalGlobe and GeoEye in the past month show heightened activity at the Punggye-ri nuclear test site in North Korea's northeast, including mining carts, excavation equipment and a large amount of debris taken from inside a tunnel and piled around its entrance, James Hardy, IHS Jane's Asia-Pacific specialist, said in a statement Tuesday. The most recent image was from May 9.

South Korean intelligence officials said last month that satellite images showed North Korea was digging a new tunnel in what appeared to be preparation for another nuclear test at the site. A new tunnel is likely needed because existing ones probably caved in and became contaminated with radioactive material after previous tests.

North Korean leader Kim Jong Un, who took power in December following the death of his father, Kim Jong Il, has vowed to place top priority on his impoverished country's military.

"It is very important that North Korea not miscalculate again and engage in any future provocation," Davies, the top U.S. envoy for North Korea, told reporters at the South Korean Foreign Ministry. "If they make the right choices, there can be a different future for North Korea."

Another nuclear test, however, would result in "swift and sure" punishment at the U.N. Security Council, he said.

North Korea announced its planned rocket launch just two weeks after it had struck a food aid-for-nuclear freeze deal with Washington ? the result of months of tedious, back-and-forth negotiations that was seen as something of a breakthrough at the time.

The decision sent a "signal that they can't be trusted to follow through on their own undertakings and their own promises," Davies said.

"Words are no longer, quite frankly, interesting to us. What we want to see is actions from North Korea," Davies said.

Washington and other nations called the April rocket launch a cover for a test of missile technology that could be used to attack the United States ? and therefore a violation of the U.S.-North Korea deal. North Korea said the rocket, which broke into pieces over the Yellow Sea shortly after liftoff, was meant to send an observational satellite into orbit.

The North Korean Foreign Ministry comments were in response to an earlier statement by the Group of Eight that warned the North that it faces more sanctions if it continues to threaten the stability of the region with provocative acts such as rocket launches.

"If the U.S. persists in its moves to ratchet up sanctions and pressure upon us despite our peace-loving efforts, we will be left with no option but to take countermeasures for self-defense," the North's statement said.

EU gives Google 'weeks' to ease antitrust concerns

BRUSSELS (AP) ? The European Union said on Monday that Google Inc. must in "a matter of weeks" outline steps it is willing to take to ease concerns about alleged abuses of its dominant position in the online search market.

European antitrust chief Joaquin Almunia said that after a 1 ? year investigation the EU had pinpointed four specific areas of concern and insisted the problems needed to be dealt with quickly because the high-tech industry changes so rapidly.

"Restoring competition swiftly to the benefit of users at an early stage is always preferable to lengthy proceedings," Almunia said.

Google, the world's most popular search engine, also faces a similar antitrust investigation by the Federal Trade Commission in the United States.

The EU's concerns, brought on by complaints from Google's rivals, center on how the internet giant deals with its search results, how content is used and how advertising is run on its search engine.

Almunia suggested it was in the interests of both the 27-nation EU and Google to find a quick resolution to the antitrust concerns. The investigation could drag on for years, by which time the market in the fast-evolving internet sector may have rendered the EU's concerns obsolete. At the end of an investigation, however, Google could face a fine of up to 10 percent of its annual revenue.

Almunia noted Google had committed to discuss the antitrust issues and avoid legal action from the EU.

"This is why I am today giving Google an opportunity to offer remedies to address the concerns," he told reporters.

At the start of the probe in November 2010, three competitors, one owned by Microsoft, said that links to their services appeared too low on Google's general search results. They also noted that when Google, which is based in Mountain View, Calif., offers similar services, such as online price comparison, it put its own links higher on the sponsored search results, the ones companies have to pay for.

The EU Commission's investigation also assessed whether Google prevented advertising partners from placing ads from Google's competitors on their sites.

On Monday, Almunia said that Google displays some links to its own vertical search services differently than it does for competitors. "We are concerned that this may result in preferential treatment."

He also said Google might be picking up content from competitors and using it without prior authorization. "We are worried that this could reduce competitors' incentives to invest."

A telephone request to Google for comment was not immediately returned.

ICOMP, an internet business group which is sponsored by Microsoft, said it welcomed Almunia's statements.

"It is vital that the terms of any agreed settlement include measures to quickly redress the harm caused to European businesses and consumers and are sufficiently robust to ensure that such harm is not repeated," said ICOMP counsel David Wood. "We trust that this will prove to be the case and a competitive online market place will be restored."

A materials scientist at Michigan Technological University has discovered a chemical reaction that not only eats up the greenhouse gas carbon dioxide, it also creates something useful. And, by the way, it releases energy.

Making carbon-based products from CO2 is nothing new, but carbon dioxide molecules are so stable that those reactions usually take up a lot of energy. If that energy were to come from fossil fuels, over time the chemical reactions would ultimately result in more carbon dioxide entering the atmospheredefeating the purpose of a process that could otherwise help mitigate climate change.

Professor Yun Hang Hu's research team developed a heat-releasing reaction between carbon dioxide and Li3N that forms two chemicals: amorphous carbon nitride (C3N4), a semiconductor; and lithium cyanamide (Li2CN2), a precursor to fertilizers.

"The reaction converts CO2 to a solid material," said Hu. "That would be good even if it weren't useful, but it is."

And how much energy does it release? Plenty. Hu's team added carbon dioxide to less than a gram of Li3N at 330 degrees Celsius, and the surrounding temperature jumped almost immediately to about 1,000 degrees Celsius, or 1,832 degrees Fahrenheit, about the temperature of lava exiting a volcano.
